Medical Care For The Uninsured
So this is not really a substitute for reasonable health policy but there are resources out there for the uninsured. I Googled "free clinic" and got some reasonable referrals which included specifics for my area. I live in the San Francisco area so there may be more here than elsewhere but I also saw referrals for Cleveland, Charlottesville and New York City. If you cannot find a local free clinic it is also possible to contact local doctors since many doctors take their profession seriously and offer lower cost care.
Most of the sites that pretend to give you a complete listing of Free Clinics seem to be bogus advertising sites. There is a special place in hell. . .

Some state's offer CHIPs insurance -- Comprehensive Health Insurance Plan. It's also known as "insurance for the uninsurable." Here's link to Illinois's plan: http://www.chip.state.il.us/premadmin.htm.
You must qualify for the program and the premiums for the Illinois plans are expensive.
Yes these plans are quite expensive. States do not pay much in the way of subsidies to the insurers who run these plan. People who usually get on these plans have preexisting conditions and are usually more expensive to insure.
Some non profit insurers offer subsidized plans for children and some have also been known to help out people who they insured before who have lost their jobs.
Unfortunately people with preexisting conditions are expensive to insure and as long as they are in a different insurance pool from healthy people we will have this problem.
