Where slightly more that 50% of the voters can amend the State Constitution to impose their sectarian definition of marriage and deprive a minority of civil recognition of their relationships but you need a two thirds majority to pass a budget or raise taxes.

So we have lost some valuable tourist revenue and now the California Republican party won't pass a budget unless it is their budget.

Note to Arnold: You will never be conservative enough for any major post in the Republican Party this lifetime. You will fit right in with the California Democrats. Time for a change?
