Is There A prize For Dumb Health Reform Ideas?

Because I have a nominee from a thread in the Prescriptions blog of the NY Times:
I think our government has been taking the wrong approach. Instead of a public option for health insurance, they should consider nationalize provider networks. Where the government negotiates one contract for all US providers and controls only the fee schedules that providers are paid.

Allow all insurance companies to use national network. Restrict providers from not accepting an insurance companies payment based on nationalize rates, unless the provider negotiates a seperate contract with the insurance company.

- This will lessen regional provider networks bargaining power of demanding more money.

- This will cut down on cost shifting and a lot of administration cost.

- No one will be out of network - your doctor is always networks.

- Increase insurance company competition and keeps insurance companies in business
