I Blame Voodoo

According to Wikipedia 53% 47% of Haiti's population is illiterate. That is to say 53% 47% of the population lack basic human capital needed to function in a modern economy. Nevertheless Haiti's educational system is a model of free market development and local and international voluntarism:
Currently, most Haitian schools are private rather than state-funded.[1] International private schools (run by Canada, France, or the United States) and church-run schools educate 90 percent of students.[1]
That would be schools run by the Catholic Church, not voodoo priests.

Attempts were made to change this during the administration of Jean-Bertrand Aristide who increased public spending on education from 9% to 22% of the public budget. From 2000 to 2004 the US cut off aid to Haiti to punish him for this and other radical measures.

In 2004 Aristide was ousted by a paramilitary coup - that would be thugs armed and paid by the Haitian upper classes. His removal was facilitated by US Marines.
